Bribery Trial of Former Oakland Mayor Sheng Thao Begins Amid Allegations

The federal bribery trial of former Oakland Mayor Sheng Thao began this week, more than a year after she and three co-defendants were indicted in a scheme that has stirred significant political controversy in the city. Prosecutors allege that Thao, along with her partner Andre Jones and the father-son duo of Andy and David Duong, participated in a quid pro quo arrangement. According to the prosecution, during the lead-up to the 2022 mayoral election, the Duongs funded a negative advertising campaign against Thao's opponents and paid Jones $300,000 for a no-show job. In return, Thao would use her influence as mayor to benefit the Duongs' business, California Waste Solutions, and a housing startup, Evolutionary Homes, which aimed to convert shipping containers into homes for the homeless.

Assistant U.S. Attorney Abraham Fine described Thao as a public official who was "on the take," asserting that the Duongs were willing to pay bribes to secure favorable outcomes. He characterized the situation as "politics as profit," highlighting the alleged transactional nature of Thao's actions.

Each defendant has pleaded not guilty, and their attorneys presented varying narratives during the opening statements. They collectively questioned the reliability of Mario Juarez, the prosecution's star witness and former business partner of the Duongs. Thao's attorney, Jeffrey Tsai, painted Juarez as untrustworthy, claiming that his testimony would reveal a fabricated story rather than the truth.

The trial follows a series of FBI raids in 2024, which targeted the homes of Thao, Jones, and the Duongs, as well as the headquarters of California Waste Solutions. Tsai depicted Thao as a dedicated politician who took office in January 2023, aiming to address pressing issues such as homelessness and budget deficits. He argued that Thao had distanced herself from Juarez, who allegedly sought to support her campaign and influence city contracts after her election.

Defense attorneys for the other defendants echoed Tsai's sentiments, asserting their clients' innocence and ignorance of any bribery scheme. They argued that Juarez's communications, which the government claims support the bribery allegations, were taken out of context. They emphasized that the evidence presented would not substantiate the prosecution's claims.
