Ukrainian Authorities Conclude $5.65 Million Drone Fraud Investigation

Ukrainian anti-corruption authorities have wrapped up a significant criminal investigation into a military drone procurement scheme, which allegedly siphoned off more than $5.65 million, or 254 million hryvnia, through inflated purchases intended for the country's armed forces.

The investigation focused on allegations that officials from the State Service of Special Communications and Information Protection manipulated contracts for unmanned aerial vehicles and electronic warfare equipment. This inquiry marks a crucial step in Ukraine's ongoing anti-corruption efforts, which have garnered intense international scrutiny as Western allies provide substantial military and financial support to the nation amid its conflict with Russia.

According to investigators, after receiving UAH 30 million in 2023 for drone purchases, a department leader within the agency orchestrated the embezzlement of a portion of these funds. The agency, responsible for secure communications and information protection, had been allocated significant resources as part of Ukraine's broader military modernization initiative.

The National Anti-Corruption Bureau of Ukraine (NABU) reported that the head of a department rigged contracts for 5,100 drones, with prices allegedly inflated by as much as 90 percent above market rates. The scheme involved various private companies acting as intermediaries, with officials approving contracts at artificially inflated costs.

These inflated prices were purportedly designed to generate kickbacks for those involved, with funds funneled through a network of shell companies. This alleged fraud coincided with heightened demand for drones on the front lines, where both Ukrainian and Russian forces have increasingly relied on unmanned systems for reconnaissance and combat operations. The procurement of drones has become a critical element of Ukraine's military strategy, making the alleged embezzlement particularly sensitive.

Media reports have identified Vladimir Mokrenko, a former procurement chief at the State Service of Special Communications and Information Protection, as the alleged ringleader. A civilian accomplice, Yury Volyan, has also been implicated in the scheme. While the anti-corruption agencies have not officially confirmed these names, Ukrainian news outlets have reported their involvement based on court documents and investigative findings.

Authorities have taken steps to freeze assets believed to be proceeds of the corruption, including over $4 million held in foreign accounts. This freeze is part of efforts to recover funds that were allegedly laundered through international jurisdictions. The NABU stated that the actions of the suspects have caused significant damage to the state budget and have undermined military readiness.

Wider Implications of Corruption Allegations

The investigation has also implicated other officials, including a Ukrainian lawmaker and members of the National Guard. The drone procurement scheme unfolded during the tenure of former State Service chief Yury Shchigol and his deputy Viktor Zhora, both of whom have faced allegations of corruption in other cases as well. Shchigol was dismissed in 2023 amid broader agency reforms following corruption allegations.

Zhora has been linked to additional NABU investigations involving rigged software procurement across various government ministries, suggesting a pattern of corruption that extends beyond this drone procurement case. The NABU has been actively pursuing multiple such cases as part of its mandate to eradicate graft in wartime Ukraine.

As the investigation concludes, Ukraine faces mounting pressure from Western partners to demonstrate tangible progress in its anti-corruption efforts. The European Union and the United States have tied future aid and integration prospects to the implementation of anti-corruption reforms.

This drone procurement investigation is part of a series of high-profile anti-corruption inquiries targeting individuals associated with Ukrainian leadership. Other reported cases include a $100 million kickback scheme in the energy sector and an alleged protection racket involving government offices. These cases have raised alarms about systemic corruption within Ukraine's wartime governance.

Who Knew What

In May 2026, Andriy Yermak, the former chief of staff to President Volodymyr Zelensky, was implicated in an alleged 460-million-hryvnia money-laundering scheme, as reported by the Washington Post. The accumulation of such cases has fueled public frustration and calls for greater accountability.

While the anti-corruption agencies emphasize that investigations are ongoing and that all suspects are presumed innocent until proven guilty, the completion of the drone case marks a significant milestone in their efforts. However, the broader challenge of combating corruption in Ukraine remains daunting.
